Driveways in Warners Bay, 2282
Warners Bay sits 15 km west-south-west of the Newcastle CBD and 5 km west of Charlestown, on the eastern side of the lake, with The Esplanade along the water, John Street behind it as the services street and the Foreshore Reserve facing the cafe strip. Subdivided from 1840 on, it stayed slow until petrol rationing ended and the private car became ordinary. Water came in 1929, the sewer in 1955, and the shops grew fast after 1980. Two dwellings in three are separate houses and close to a quarter are villas or townhouses. Because the car made the place, the driveways are as old as the houses, so the work is replacing and widening them, with shared villa driveways as a second line.
Low ground, a filled shore and a ring of ridges
Council describes the centre as low ground inside an arc of vegetated ridgeline running from Munibung Hill to Bayview Hill, so a block is either flat by the water or tilted up a hill. The reserve west of The Esplanade is filled lake edge, the northern streets around Lake Street flood from North Creek and the lake, most recently in 2007 and 2015, and the centre stands on acid sulfate soils, a reason to keep excavation shallow. Part of the suburb, the side towards Hillsborough and Mount Hutton, sits inside the Lake Macquarie Mine Subsidence District, while the lakeside streets are shown outside it. The district has no interest in a driveway, since Subsidence Advisory NSW exempts driveways and hard stand spaces under all of its guidelines except 4 and 5; a garage or a pool slab is what sends an owner to the Spatial Viewer on the NSW Planning Portal.
Flat by the lake, steep towards the ridge
On the low streets the job is a removal and replacement of a slab that has settled or drains towards the house, poured with its falls corrected, a drain at the garage and as little digging as the ground allows. Up the hill the same replacement is about grade, a surface with grip and, where the cut is deep, a wall beside the run. Widening a post-war single for a second car is the commonest add-on either way, in plain concrete dowelled to the original. The villas and townhouses bring shared driveways, poured with the common paths and the bin pads in one visit. Charlestown up the hill to the east is the same post-war housing on a ridge instead of a shore.
What council approves here
Every crossing goes through a Minor Public Works application in council’s own online services with a site plan and a profile, and a replaced crossing needs its own application even at the same width. Finishes for a lakeside frontage
The renovated houses near the water favour exposed aggregate, and a coloured slab suits a level forecourt where the driveway doubles as the entry. On the crossing council accepts coloured or stencilled concrete only when it is sealed with a non-slip product, and prefers plain.

Before the crossing is poured
Lake Macquarie City Council approves the crossing through a Minor Public Works application under Section 138, lodged in its own online services with a site plan and a driveway profile. A DA or CDC does not stand in for it, and a replacement crossing needs its own application and fee. The slab across the verge is 125 mm at minimum.

Our villas share one driveway off the street. Does council treat it any differently from a house driveway?
The part council looks at is the same, the crossing from the kerb to the boundary, and it goes through the same Minor Public Works application with a site plan and a profile drawing attached. Everything behind the boundary is private and is sized by what the owners want, which for a shared run is usually room for two cars to pass and a turning bay at the end. The one thing to settle before a concreter is booked is who lodges the application and pays the fee.
Our driveway near Lake Street goes under water in a big storm. Can a new one do better?
It can be set up to shed water instead of hold it, which is often all the old slab got wrong. The streets around Lake Street flood from North Creek and from the lake itself, so the concreter takes levels at the measure, gives the new run a fall away from the garage door and puts a grated drain across the threshold where the fall cannot be reversed. A driveway cannot stop the creek, but it can stop the water following the slab inside.
We are on the Hillsborough side of Warners Bay. Is there anything to check before a garage slab goes in beside the new driveway?
Yes, the mine subsidence status of the lot. Part of Warners Bay on the Hillsborough and Mount Hutton side sits inside the Lake Macquarie Mine Subsidence District, and building inside it needs Subsidence Advisory NSW approval. The driveway itself is on the exempt list under every guideline except 4 and 5, and patios up to 50 square metres are exempt except under guidelines 1, 1A and 7, but a garage is a structure.
